
Early Warning Research and Analysis Centre is a regional analytical institution dedicated to strengthening security, resilience, and preventive action in Southern Africa through early warning, threat analysis, and strategic assessment.
The Centre’s mission is to deliver timely, credible, and policy-relevant intelligence analysis on terrorism, violent extremism, and related transnational and emerging security threats affecting SADC Member States.
EWRAC’s mandate encompasses the analysis of terrorist and violent extremist activity, crimes conducive to terrorism, terrorist financing, cyber-enabled and digitally facilitated threats, and the conflict, governance, and socio-economic dynamics that contribute to radicalization and the spread of violent extremism across the region. The Centre places particular emphasis on early identification of risk factors and escalation pathways, including cross-border spillover, organized criminal linkages, and the exploitation of fragile and conflict-affected environments.
In advancing its mission, EWRAC integrates gender-responsive and inclusive analytical approaches, recognizing the differentiated impacts of terrorism and conflict on women, men, and communities, as well as the critical role of women in prevention, resilience, and peacebuilding. The Centre further supports state and community resilience by strengthening analytical capacity, promoting preventive frameworks, and enhancing situational awareness among national and regional stakeholders.
EWRAC operates as a complementary analytical platform aligned with existing national, regional, and international security and counterterrorism architectures. Through systematic research, situation awareness reporting, strategic threat assessments, advisory support, and training, the Centre contributes to evidence-based decision-making, improved coordination, and more effective preventive and policy responses across Southern Africa.
